Recordings/Sunrise Systems Pivotal Vendors Freehold, NJ – June 1, 2006 – While most counties take the initiative to progress from paper recording to eRecording on an individual basis, Monmouth County, New Jersey, with the insight of County Recorder Claire French, has taken the transition to a collective-effort level. “We were anxious to begin the eRecording of real estate documents to increase efficiency, so Monmouth County incurred the initial costs associated with the development of an eRecording Portal and hosting it. Then we went one step further to help other New Jersey counties avoid the full brunt of re-creating their own system by becoming a ‘hub’ for them,” said French. This creative concept enables any of the other 20 New Jersey counties to participate through Monmouth County’s eRecording Portal by paying for 1/21 of the investment to get the eRecording solution operational. So far, the response has been very encouraging with ten other counties accepting Monmouth’s invitation. The participating counties include: Atlantic, Burlington, Camden, Cape May, Cumberland, Essex, Mercer, Ocean, Passaic and Sussex. The eRecording Portal solution is developed, maintained and supported by Sunrise Systems, Inc. The Portal is hosted at Monmouth County and is controlled and operated by participating counties. U.S. Recordings is the submitter, and the eRecording Portal, hosted at Monmouth County, is the receiver of electronically transmitted Level II documents for participating counties. A Level II document is a TIFF image of a document along with certain data which a county can pull basic information, avoiding the initial re-entry of data to populate their indexing system. According to French, the rejection rate has gone from what was often 15 to 25 percent with the traditional paper process to one percent by using the county's eRecording Portal. U. S. Recordings’ InteleDoc PlusTM platform allows submitters to take advantage of this development in recording technology. InteleDoc Plus is U.S. Recordings’ multilevel electronic recording platform. The system integrates directly with the jurisdictional receiver systems to submit and receive recording data for satisfactions / releases and assignments. Electronic recording of these documents is the primary means of interfacing with all of the electronically enabled counties following Property Records Industry Association (PRIA) standards. For counties that are not electronically enabled, InteleDoc Plus will prepare and print paper documents that conform to the specific guidelines, margins and formats for all 3600+ jurisdictions. InteleDoc Plus is web-based interface with built-in reporting and workflow tools. Workloads can be monitored from a universal dashboard. This dashboard identifies and reassigns the current workflow based upon dates, volumes and access. Turnaround times are now measured in seconds rather than weeks. In 2003 Monmouth County recorded 315,000 sets of documents through traditional methods. Since the implementation of eRecording Portal, more than 400 submitters have registered. There are days when 25% of all recordings are submitted electronically, resulting in a substantial increase in efficiency. Jay Ruparel of Sunrise Systems credits the success of the operation to the smooth integration of U.S. Recordings’ and Sunrise Systems’ software, providing ease-of-use for the County staff. “The support among U.S. Recordings, Sunrise Systems and the County staff was fantastic,” said Ruparel. “The entire process was very easy for the County staff to adapt. This enables County employees to be assigned to other tasks, and reduces cost of overtime for the County,” said French. Senior Business Analyst of U.S. Recordings, Pam Trombo, said, “Testing was an important ingredient to the successful launch. Sunrise Systems and U.S. Recordings tested the technical interface first, then tested it through Monmouth County’s data and finally through the complete workflow integration. This process assured everything was operational and efficient.” According to French, Monmouth County is reinvesting all of the proceeds it receives from other participating counties in to new features to enhance the eRecording Portal. “This is not a one-time deal,” she said. “It is a long-term relationship.” Monmouth County anticipates additional counties participating in the eRecording Portal during the year.
